Raphael Moore, J.D., LL.M.
Raphael S. Moore is a seasoned attorney with over 30 years of legal expertise in estate planning and business law.
Earning his bachelor’s degree from UC Davis at the age of 19, Raphael was admitted to the California State Bar at 22. After obtaining his law degree he continued with in-depth studies in international business law and tax and received his LL.M. degree after studying in Austria and working in Sydney, Australia. Although he has litigated for over 20 years both in California and Washington D.C., Raphael’s passion has been assisting clients with finding creative solutions to their diverse needs – both in the realm of estate planning as well as in domestic and international business transactions. He has a knack for taking complex problems and breaking them down to solvable components, educating clients throughout the process and innovatively addressing their challenges.
Raphael is deeply involved in both the legal and general local community. On the legal front, he has spent more than 10 years serving as a temporary judge for Yolo County Superior Court, volunteering to hear some 17,000 matters including over 1,300 bench trials. He has served both as a Special Master for the local court as well as an Interim Court Investigator handling probate investigations and providing recommendations on matters involving establishment, maintenance, and termination of guardianships and conservatorships. Raphael has been President of the Yolo County Bar Association for over 6 years and is a Master at the Schwartz-Levi Inn of Court, an association of lawyers and judges who share a passion for professional excellence.
In the local community, Raphael has been a violinist with the UC Davis Symphony for over 35 years. He served as a Civic Arts Commissioner for the City of Davis. He spent 15 years as a board member of Hillel at Davis and Sacramento, presiding over the organization and chairing their operational and capital committees for 10 years. He is also a frequent lecturer and has dozens of articles and presentations under his belt on various legal topics.
Raphael’s multifaceted career reflects a dedication to legal proficiency, community engagement, and a vibrant contribution to the legal landscape in Davis and beyond. When not involved with work or community, he often spends time on the family farm in the outskirts of town with his wife (fellow partner at Moore & Moore), daughters, and more animals than he bargained for

Netania Moore, J.D.
Netania Moore joined Moore & Moore as a partner almost 20 years ago. She focuses her time drafting comprehensive estate planning documents to meet her clients’ specific goals and address their concerns. Netania drafts trusts, wills, powers of attorney, and health directives, focusing on each client’s unique needs. She brings years of drafting experience to protect her client’s families, assets, and finances using efficient legal and tax saving strategies. Netania has also enjoyed lecturing at both UC Davis Law School’s King Hall, as well as McGeorge School of Law.
Before joining Moore & Moore, Netania worked as a Deputy Attorney General at the California Attorney General’s Office in the Appeals, Writs, and Trials section, upholding trial court criminal convictions on behalf of the State of California. Her work included drafting criminal appellate briefs, and arguing before both the Third District Court of Appeal and lower county courts. She has volunteered extensively for both her legal community and her local youth community, including the Court Outreach Program of the local appellate court assisting law students, and the local Yolo County 4-H Youth Development Program mentoring youth members.
Netania received her law degree with a Certificate in Governmental Affairs from the University of the Pacific, McGeorge School of Law in 2001, and her B.A. in History with a minor in Philosophy from the University of California, Davis in 1994.
Netania lives with her husband (and fellow partner at Moore & Moore), and two daughters in Davis, along with some funny alpacas, a few spunky goats, and a sweet dog.

Brigid Jimenez
Brigid, the administrative assistant at Moore & Moore, brings with her a wealth of experience in supporting the firm’s day-to-day operations. Having previously handled academic personnel duties at UC Davis School of Law, she wanted to transition to a less formal environment where she could utilize her interpersonal skills.
Retiring from UC Davis, Brigid’s desire to help people led her to Moore & Moore. She is a people person at heart, genuinely passionate about helping others. Brigid’s steadfast advocacy for providing personalized attention to clients aligns perfectly with the firm’s commitment to a client centered approach.
